The era of the internet started and geared towards development amidst the 80s and 90s of the 20th century. By now it has gained utmost momentum. The idea of the internet is to bring the masses together by making modes of communication easier. The internet service facilitates the exchange of ideas amongst people living in different places and bringing the world community together at a single platform. But, few predicaments cripple the entire process of internet development. The internet is based on the idea of openness. It allows people to exchange ideas freely without any interference. Much of this is possible because of the idea of net neutrality. In India, there is no comprehensive statute on this despite the fact that consistent efforts have been made by the Telecom Regulatory Authority of India to bring some rules and regulations with respect to the same. TRAI, which also regulates the internet and broadband, had published a consultation paper in December 2006, wherein it noted that the Internet had been neutral since 1998. Thereafter, private Internet Service Providers (ISPs) were allowed to begin operations. TRAI anticipated that the situation might change in the future. The Internet Service Providers (ISP) which regulates the operation of the internet, based upon the principles of net neutrality. It means that Internet service providers should provide us with open networks without blocking or discriminating against any applications or content that ride over those networks. ISPs are not bothered with what is the content of the websites unless illegal under the law.
Internet users do not have to pay separate charges for availing different sites. And, all this is possible only under the principle of net neutrality. Thus, Net Neutrality allows free access to the internet making the search tool more convenient for its users. Net neutrality has enabled the level playing field on the internet. Unlike television, one does not have to avail a separate connection, and the user can directly avail to the website one wants to access.
But, recently, an atmosphere of concern has spread across the country in support of net neutrality. Many attempts are being made to regulate the use of free internet services. However, the imposition of separate arbitrary costs by ISPs for accessing the different website is simply an attempt to destroy free internet access. There are several implications of the absence of net neutrality. The free internet, as we know today, would be used by the ISPs for their own benefits for imposing costs for accessing websites. They will have the power to traffic the internet for their monetary gains. Like television, package plans for consumers would be introduced, which would make consumers vulnerable to exploitation by internet service providers. Overall, this would destroy the very idea of development through internet.
More than a Political Issue
The debate on net neutrality has turned into propaganda. Several political parties have tried to politicize the issue to take political mileage. But, the issue of Net Neutrality has much more important than just a mere political issue. It has utmost significance that would determine the internet availability in future. Any attempt to restrict it must be opposed to upholding the very precepts of freedom. Today, in the age of digitization, ideas are free expressed via the internet. The Internet has enabled people to oppose many discriminatory policies, and it has become a tool to expose any sort of discrimination. Therefore, net neutrality must be upheld and its principles must regulate the operation of internet service providers rather than making the internet at the helm for their monetary purposes.
